GUUAM: *On October 23, the GUUAM National Coordinators Committee met for the fourth regular meeting in Cishinau, Moldova, to discuss cooperation within GUUAM, its development plan for 2000-2001 and establishment of joint structures. The plan, among other things, includes preparations for the Spring 2001 summit of the heads of states in Kiyiv, Ukraine, and the upcoming meeting of the Foreign Ministers in Vienna, Austria, as well as further developing joint positions on various international issues. Special attention was paid to GUUAM’s cooperation with the United States and other partner countries in the areas of non-proliferation, as well as combating terrorism and drug–trafficking. The National Coordinators agreed to hold their next meeting in Tashkent in February of 2001. *On November 2, Ambassadors of Azerbaijan, Georgia, and Moldova–Hafiz Pashayev, Tedo Japaridze and Ceslav Ciaobanu, respectively – Azerbaijan: *On November 5, Azerbaijan held its second parliamentary election since regaining independence in 1991. The ruling New Azerbaijan Party won a significant majority of the votes. Georgia: *In October, Georgia’s Foreign Ministry held a conference "Georgia and its Partners: Directions for the New Millennium." A document entitled: “Georgia and the World: Future Vision and Strategy,” based on Georgia’s National Security Concept, was presented to the conference. It addresses Georgia’s progress as related to the Concept’s three main components – foreign policy strategy, foreign economic strategy and defense strategy – over the last nine years since independence as well as its strategic vision at its present stage of development. Moldova: *Speaking at the OSCE Permanent Council in Vienna on November 9, the head of the U.S. Mission to the OSCE, Ambassador D. Johnson, expressed concern that there has been no progress in the withdrawal of Russian forces and military equipment from Moldova. According to Amb. Johnson, the United States is Ukraine: * Ukraine’s Permanent Representative to the United Nations, Amb. Yelchenko, addressed the UN General Assembly on behalf of the GUUAM countries on November 13. In his speech, he supported declaring 2001 as the “Year of Dialogue Among the Civilizations” and emphasized the importance of the ancient Silk Road, which crosses all of the GUUAM countries, for developing cultural dialogue and understanding. Uzbekistan: Uzbekistan's Minister of Defense, Dr.Kadyr Gulamov, visited Washington,DC, on October 29 – November 3. Dr. Gulamov received the full honors ceremony at the Pentagon, where he and his US counterpart, William Cohen, discussed the current state and prospects of bilateral cooperation. The parties signed a bilateral cooperation plan. The plan envisages joint *On November 1, The new US Ambassador to Uzbekistan, John Edward Herbst, presented his credentials to the Uzbek President Islam Karimov. Amb. Herbst was quoted as saying that he "felt profound responsibility for further development of Uzbek-US relations."
